The mission of the board members of the Ridgeview Estates Community Association is to preserve, protect and enhance the assets of our community and to uphold the covenants and bylaws and policies. The board will serve the community by taking a fair, ethical and objective approach in representing the interests of all.

Ridgeview Estates was developed in the 1970’s. We have covenants that owners agreed to as a condition of buying. Lot owners organized into what we now know as Ridgeview Estates Community Association (RECA). It was created primarily to supply water and manage what was then a dirt road. The developers cut the lower part of what is now Goss Ridge Road through unassociated lots without a formal easement for access to the new Ridgeview Estates. In a formal legal settlement to rectify this, the developers made an agreement with these lot owners to have a legal easement in exchange for use of the road and access to the RECA water system. These are the lots on the lower part of Goss Ridge Road. Later, the owner of the large tract known as Pheasant Farm made an agreement with developers to subdivide part of his upper lot with an agreement that they could have access to Goss Ridge Road and our water system. These are the lots on the right (west) side of Tuition Place after the corner lot, and at the end. What this has left is a patchwork of lot owners that use the same roads, water and services as the member lots platted into RECA but had no voting rights in the Covenants to decide what happens. We have remedied the situation with an amendment passed in 2021. We have included an Assoc. Membership and they are entitled to one vote for each tract or lot owned. Also, those designated as Road or water system user have also been given a vote per tract or lot owned for measures relating to that system.
Our water is provided via a community well which is maintained by Dale Bonner (one of our community members) and Whidbey Water Services. Whidbey water services is located at 5585 Lotto Ave., Freeland. 360-579-1535.
